The louvers hang down from a headrail at the top of the blinds. This headrail also houses the traversing system that lets you move the blinds back and forth. This will depend on the material you select for your vertical blinds. Vinyl blinds can usually be cleaned with mild soap and water; be sure to spot test it first in an inconspicuous area. For fabric blinds, use the brush attachment on your vacuum to gently clean the louvers.
